Haitian policy

Haiti is an independent republic since January 1, 1804. Constitution of a parliamentary type was approved by popular referendum on March 29, 1987. It includes/understands a president, two rooms elected by the vote for all and responsible a Prime Minister in front of the rooms. The president cannot be elected for two successive mandates. The judicial power is independent. This constitution gives capacities increased to the local authorities. The democratic regime resulting from the elections and the victory of president Aristide in December 1990 was put in bracket by the coup d'etat of December 30, 1991 of the general Raoul Cdras until the return of the president to the mode. The territory is divided into nine departments geographical et133 common including/understanding each of two to five communal sections.

Since October 15, 1994, date of the return of president Jean-Bertrand Aristide, the political life somewhat left its torpor induced by three years of coup d'etat. Legislative, municipal and local elections were held in May 2000, but they unfortunately confirmed the will of hegemony of the party of former president Aristide and the incapacity for the opposition to speak about a single voice, to find a chief having scale, knowing to speak to the people. Gourgue not having any popular base, it is difficult for him to hold this role. Lastly, one can only note the absence of interest for the living conditions of the people on behalf of the majority of the political personnel, which very often has head only his personal enrichment. President Prval had in his time called the people to tighten the belt, the question which installation is until when the population supports a continual aggravation of its living conditions.


As a whole, the political community is far from representative of the public opinion. The very many parties which were formed after the fall of Jean-Claude Duvalier survive only through the traditional clientelism in Haiti. The perti Lavalas was divided since the creation of the party lafanmi Lavalas by the Aristide former president and has as a rival the OPL (Organization of the people in fight), to which Mr. Smarth belongs, the return to the capacity of Aristide has by rebound, licence with 16 opposition parties to gather. Beyond their enmity for the president, one awaits them a true platform of government and counter-proposals to judge their credibility.
